Hard Hold On Account

After creating an online banking profile with FNB to make use of their PayPal withdrawal service, I have been left with the error 'Hard Hold On Account' and am unable to withdraw the money. Since FNB claims that the money cannot be withdrawn from PayPal after 30 days of receiving it, it seems as though I am approaching the problem of having the money stuck in my PayPal account.

Nobody at FNB seems to be able to assist me and I have sent an email to the FNB address specifically for PayPal enquiries and am yet to hear a response. This situation has become far more irritating than it had to be and I am now wondering if I will ever be able to access that money.
