gives discovery card but cant give us readvance???

Good day. My son wanted to study at istudent, of which he is enrolled. We needed finance as its costin 49000 for this year. we app**** for readvance, and no one got back to me unless i picked up the phone to contact fnb. Eventually homeloan told me that debt review need a document. So Consoludated debt sent the 17.4 form to debt review. This was not good enough,as consoludtedr had changed name from fidelity.Another 17.4 was issued under fidelity name, and still not good enough. So though a long battle i finally find out that they want a letter from the courts saying the debt review has been cancelled in 2012. Maria at consoludated has emailed the debt review dep, and said that if they want this letter then fnb needs to pay the 1500, as the new law came in feb 2015 and we had dissolved ncr in 2012. she has had no responce and i dont hear anything either, this has been carryingon since Jan 2015 and we now sit in the middle of march. Is this poor service? in Jan i app**** for a discovery card, it took 2 days for them to pass us and 2 days to issue the cards, now my question is, how can we be on ncr if discovery card gave us a credit card? my statement shows the card iss FRB???
