***** charges go off blocked and cancelled card

I blocked a credit card. Charges continued to go off at toll plazas. Called Credit Card ***** - was told that even though card was cancelled and blocked, it can still be used at toll plazas. Logged a call for reversals on 17 March. To date still waiting for more reversals on my account. Everytime I call credit card ***** on *** / *** / *** --- no body answers.. today was holding with the computer for 46 minutes and nobody answered!!! AND if they do answer, they put you on mute or they dont speak back to you, so that you put phone down. Ridiculous how the bank works, they allow charges to go off accounts *******ly and then do not even answer phones. I have screenshots of each time I called with no answer.
