Foreign transfer

I keep recieving a Decline foreign transfer on my Bank account of 8.50 and it keeps accumulating. I have no record of this transaction being performed by me. Please can you kindly assist as my bank balance now is not being favourable because of this 8.50 that keeps accumulating.
