Foreign transaction t 457896*549 4

I have been getting declined notifications saying declined transaction from foreign t 457896*549 4 for quiet a while now. I have not even been doing anything the past month or so to get such a transaction on my account. All this has been doing is removing money from my account. I've read other people having the same issue and at this point I'm just going to close my account and switch banks.
