FNBy unnecessary account freeze

I opened up an FNBy account for my daughter months ago I am unable to transact and save money for her. I have sent FMB all the required docs but the account is still frozen. They need tax information. So I went to a branch the account is still not frozen. Spoke to 3 people mover the phone at the branch but the account is still frozen
