FNB's PayPal Service is a SHAMBLES!

Dear PayPal FNB Team,

I am writing to escalate a serious issue regarding my PayPal withdrawal through FNB that remains unresolved.

On July 30th, I initiated a withdrawal of $3,397.46 from my PayPal account. At the time, the USD/ZAR rate was around 18.00, with FNB’s buying rate at 17.85, with the actual transaction quote reflecting this. I accepted this quote and completed the transaction in full, as I have successfully done many times before, with the confirmation message clearly displayed saying the funds will take 2-3 working days to reflect.

Despite this, the funds did not arrive in my account. I was later told by the FNB call centre, upon escalation, that their technical team “found no activity logged” on that date, upon enquiry. This is clearly incorrect (utterly impossible, in fact!), as the during the attempted withdrawal process, FNB temporarily had custody of the funds.

This matter is urgent for me:

The exchange rate has since dropped, meaning I am directly losing value through no fault of my own - particularly given that time has passed.

I am the primary carer and financial supporter of my partner, who is undergoing ongoing cancer treatment - four surgeries to date and monthly immunotherapy of approximately R40,000 (AFTER Discovery covers a max of 50%) and a R10,000 comprehensive policy expense = 50k per month EXTRA I need to sc**** together. Every cent counts toward covering these costs, and this failed transaction has had a real impact on us and puts tremendous additional stress on my household, which is the furthest thing from favorable at this time.

However, I am not asking for charity. Just fairness...

I must stress: I completed the withdrawal properly as I have on a multitude of occasions, the failure to process is not on my side, and “no record found” is not an acceptable resolution and is tantamount to passing the buck (no pun intended).

I therefore request: 1. Immediate investigation of this transaction, 2. Confirmation of where the funds temporarily went and why they were not processed to completion (of a successful withdrawal) 3. Resolution by releasing the funds at the rate quoted when the transaction was executed.

As a financial services provider, FNB/PayPal are obliged under the Financial Sector Conduct Authority’s Treating Customers Fairly (TCF) principles to ensure fair, transparent, and timeous handling of customer transactions. Passing responsibility without resolution does not align with these obligations.

I trust this matter will now be escalated with the seriousness it deserves. Please confirm receipt of this email and advise me of the next steps urgently.

It's also worth noting that even today, upon trying to sc**** together the best rate of the day, FNB blatantly hedges by suddenly increasing the discrepancy between buying and selling rates up to about 43c difference. As if that's not bad enough, paypal quotes DO NOT align with FNB's own live published rates. Now, I'm aware that there could be minor fluctuations on the live quote buying rate, but google live rates and fnb's own published rates will be trending upward (stronger dollar) and the withdrawal quote's buying rate will actually be trending in the OPPOSITE direction - this means its got nothing to do with minor fluctuations - it's blatantly ********* client treatment.

This is all aside from longer turnaround times for withdrawal clearances and exorbitant withdrawal fees...

If you are to have exclusive rights with this service in SA, DO A BETTER JOB! You're literally messing with people's lives with your ineptitude. I'll be sure to use Wise in future at any possible opportunity

But now again we've hit a roadblock...I was called by 087 338 044, who heard me out (fair enough) and said they needed to consult with someone and that they'd get back to me in 10min... that was hours ago and now the rate is dropping even more as we speak... There just seems to be a massive disconnect as to time sensitivity on behalf of complaint resolution teams... So now what must happen if they get back to me and say "sorry, we can't help you" and the rate has plummeted another 30c?? Again, this whole system is a shambles - from the service itself right through to "tech team" and customer relations... Absolutely no concept of the fact that I have put my day on hold waiting for a call that should have been returned HOURS AGO, as I anxiously and desperately want to put this matter to bed and carry on with my life and try to sc**** some pennies on the exchange while I can! THIS WHOLE THING IS JUST A MESS!!!!!!

Someone on the number *** (I think possibly from hellopeter team), called me and said that she might be able to organize a waiver on the withdrawal fee - a compromise I'd happily accept. I asked how it would work, explaining that it's time sensitive and I need to know where I stand so I can plan my withdrawal before the dollar drops even more, and she told me NOT TO WITHDRAW UNTIL SHE HAD GOTTEN BACK TO ME, AND TOLD ME HOW IT WOULD WORK!

Well, it's now Monday afternoon, and the rate has dropped more, which means I would have liked her to get back to me so I could have AT LEAST got the rate at about 17.75, and also saved some time and had this stress behind me (even if she couldn't help!)

But NO.... No call back. No clarification or confirmation. Just left hanging having been told NOT TO WITHDRAW YET, as the dollar rate drops even more and MORE time passes.


This is how the convo went verbatim with the person on ***;


AGENT: we might be able to wave the fee on the withdrawal to make it up to you

ME: great, that's a compromise I can live with. But please let me know if this is possible and how it would work before too much time passes and the dollar drops more. I need to know where I stand so I can plan my withdrawal.

AGENT: no problem, just don't withdraw yet until I have confirmed and gotten back to you with how this will work... Need to check on my end- just give me 10 minutes.



Now it's Monday afternoon after I stressed the urgency and still no answers. *** never did answer when I called, but now it appears the number has blocked me. IS THIS HOW YOU RUN YOUR BANK WITH A CLIENT IN NEED!? MY PARTNER HAS STAGE 4 CANCER WITH A MONTHLY COST OF 50k P/M JUST TO KEEP HER ALIVE!!!! YET YOU ARE NOW GOING OUT OF YOUR WAY TO FINANCIALLY DISABLE ME WITH YOUR INEPTITUDE & POOR COMMUNICATION, AND CAUSE MY PARTNER AND I MORE STRESS THAN WE CAN ALREADY COPE WITH!!

Also worth noting that I received the following email from the FNB PayPal Forex team:


Good day Peter

We are still investigating the issue however it seems like it is a system issue which has affected a lot of customers, our IT is looking into the matter however as yet we do not have a definite answer as to why it is happening, you may retry to transact again. Apologies for the inconvenience caused.

A) a total acknowledgement of FNB's fault in the matter (corroborated by other clients) in which this agent in their own words describes the matter as widespread

B) a fundamental failure to acknowledge my issue by simply suggesting I 'try again" - as if I wasn't aware I could try to withdraw again! - Problem is time has passed and the dollar has dropped!
