fnb wont release funds

a friend who is in debt review had a client who accidently paid into a locked account at the end of last month they have emailed fnb and had the debt councillers contact the bank to yet they have not release the funds - i know there is a limit of ten working days but its gone beyond that now, they need the funds to pay their rent the id and telephone number below are mine not his
