FNB to FNB payments release/clearance - Highly frustrating process

Hi, when making FNB to FNB payments, when the one FNB account is a new account, payment is withheld for a considerable amount of time before it is released. I provide all the necessary details to my private banker, who passes this onto the relevant department to request the release of the funds, yet this entire process takes anything up to 4 hours at times.

Why is a one hour turnaround time even mentioned at all? Also, what is the purpose of even requesting that my private banker assist me in having these funds released if either; 1) no one actually works at the smart block/anti-***** department or 2) there is insufficient staff to handle requests.

Sorry but this happens way too often to simply blame it on department's workload for that particular day. Besides, I am yet to receive a reason(s) for any of these delays in either case, adding to the frustration of this inadequate service.

I am highly disappointed in this level of service and incompetence.
