FNB Retaining Bond refund for 45 working days!

I have recently switched my home loan from FNB to SA Home loans due to lack of support from FNB during a re-financing application.

Upon settlement I had to give FNB 3 months notice of the cancellation in order to not pay a R23,000 early settlement penalty.

After the 3 month waiting period we eventually requested settlement figures from FNB. These settlement figures included an amount equal to one months debit order.

Upon settling the bond I was informed by FNB that according to their \policy"they are entitled to a 45 working day period in order to refund me the last months debit order by which they overcharged me on the settlement figures.

How on earth can they justify not repaying me the money due to me?! I was also informed that no interest would be paid to me on this amount. Basically"
