FNB Refuses to close accounts

Okay so where do you log a complain agains the complain department for not responding to your complain?

I have instructed FNB to close one of my accounts, the refuse to close my account because i dont have my FNB card with me, FNB doens care about there customers, The past 4 month FNB treated people like as bad people and when you want to close your account anf go to a diffrent bank the, they just dont care and refuse to close your account, Im going to the on-busman regarding this a bank cant refuse to close your account if the balance is on 0.00, I think FNB is loosing clients so they dont want to close your account to get a buck or 2 to make money
