fnb refused to open my account even after submitting permit renewal application slip

fnb put my account on hold and later closed it because of permit renewal update,fnb wanted me to update my account with my renewed permit but i could not do that based on the fact the home affairs has not been issuing any permit renewal for quite sometime now, they asked me to submit the renewal application and then they will update my account with the permit renewal application slip, but i could not submit the renewal application in a timely fashion because my money was held up by fnb as i have to pay a sum of money around R2000+ to home affairs in order to submit the renewal application, i went to fnb several times to release my money so i can use it to pay for the permit renewal but they refused, i managed to gather some money and then submitted my permit renewal application, took the slip to fnb but they still refused to open my account even though they have been deducting around R250 monthly from my account that was on hold, i was not able to withdraw money from my account but they are deducting 250 monthly, that being put aside why would they not open my account because i have done what they asked me to do,, its left to home affairs to issue the permit, as long as i have submitted proof that i have app**** for the permit renewal, why should it be a problem for them to open my account
