FNB PayPal Services Hard Hold On Account

I am needing to withdraw my funds out of my PayPal account into my bank account, but I get this error: (E-104129) Hard Hold On Account. What does this mean and why was I not notified beforehand?

How can FNB not notify their clients? And how is it that they take 5 days to respond to an email?
