FNB PayPal issue

My wife wants to open an FNB online profile to get access to Paypal. She has tried online and we visited the Rustenburg waterfall mall branch to assist with this procedure. Unfortunately, she is not allowed to do it as she has got a linked credit card and petrol card. (linked to my FNB profile) We have made contact with the helpdesk but they only say sorry there is nothing they can do. The only option is for her to open an FNB account or for me to cancel the linked Credit card and petrol card. 1. My wife doesn't want an FNB account due to the high bank charges. 2. I pay the credit and petro cards and thus need to have a card for my wife linked to my account.

FNB has got the PayPal monopoly in SA. How legal is it to force my wife to open an FNB account to get access? There must be a way of creating an online profile for her without the linked credit cards and without her opening a new account? i would appreciate it if i can get a speedy resolution to this problem.
