FNB-Paypal, Hard Hold on Account error when trying to withdraw funds

For about 3 weeks now I tried to link my PayPal account to my FNB online banking profile. After many email and phone calls I got it linked and also verified to my non-FNB bank account. Then I tried to withdraw my funds and I'm receiving a (E-104129) Hard Hold on Account error message. What does this mean? There are no other answers anywhere to be found...
