FNB-PayPal, Hard Hold on Account error when trying to withdraw funds

After trying for about 2-3 weeks to link my PayPal account to FNB online banking I've finally managed and now that I'm trying to withdraw my funds I'm receiving a (E-104129) Hard Hold on Account error message. What is this and why are there no answers on any of the existing threads or from FNB customer service????
