FNB PayPal Hard Hold on Account

I have been trying for almost two weeks for my PayPal account to be linked to my bank account. Today my bank account was successfully verified. Now I am trying to withdraw funds from my PayPal account and I am getting a "HARD HOLD ON ACCOUNT" error message. This is really frustrating after so many steps I have taken to make this thing work!
