FNB / PayPal E-96 Error Message, Why Can I Not Access My Own Money\Account?!

I have been trying to withdraw my PayPal funds into my FNB account for the past 2 days now, yesterday's error message was an E-8100 error (whatever that is???), & today it's an E-96 error message that says "User Not Permitted To Access This Process". What the actual f***?!? I have been using FNB & PayPal for years & have never had a problem until now. Can someone tell me why I am not allowed access to my own account?? And how can this be sorted out A.S.A.P?!?!
