Fnb no debit order checks

After investigating some ********** debits, including a **** fnb life insurance debit out of nowhere, Fnb has sent me their process for approving debit orders.... NONE! They sent me an email saying they recieve payment instructions, act upon it and the process to protect clients is by offering them stop options. No name or details required from the person claiming. The onus is on US to notice and cancel orders. Apparently it is not their responsiblity to check. Surely if you are a bank, your job is protecting money????
