FNB making a Sale under false Pretences

I opened a FNB cheque account, mainly for the purpose of opening a share trader account, i received a call from Sam Thaki, He offered me a FNB Platinum credit card.
He sated the interest rate on the card would be 23.5%.
I then stated that i am not interested seeing as my Nedbank credit card is on 13.5%.
He then stated that i should take the card, and then just submit my Nedbank credit card statement reflecting the interest rate 13.5% and FNB will match or better it.
On that premise I accepted the credit card, and sent through the Nedbank credit card statement along with the other required documents.
When i received the credit card agreement, the interest rate was set at 23.5%.
I did not sign the agreement (still Haven't). I immediately lodged a query to the new card division and Sam Thaki.
Since then i have spent hours in the call centre. i have not been able to speak to Sam or anyone who could give me any feedback.
Today i got a reply from FNB stating that my application for a better interest rate was declined??
They can cancel the card then, they should just not expect any further payment seeing as there is no signed credit agreement in place.
