FNB is now a failed bank

I live abroad and have a non-resident FNB account. I received a large payment into this account and I was asked to get the payee (also FNB) to reverse it. The payee is blocked from reversing the payment and I cannot release the payment??? I have been trying to resolve this for 10 MONTHS and FNB appears unable to correct problem! #FAILED BANK
