FNB-home affairs useless for ID card

Tried to use FNB to get my ID card. Payments made through home affairs website supposed to reflect after 10 mins. After i paid and waited a week, the payment still not reflected. I paid a second time, still not reflected. Without payment being reflected, you cant get an appointment. Nobody answers the phone in the branch.
