FNB Hard hard hold on account trying to withdraw from PayPal

I am needing to withdraw my funds out of my PayPal account into my bank account, but I get this error:

(E-104129) Hard Hold On Account

No one is answering the phone, but I've gone through the process of sending my FICA docs and verifying the account (both bank account and PayPal account). Why is this happening? Why am I STILL struggling with this process?

This needs to be sorted out IMMEDIATELY.
