FNB dont care

for the last four months someone has been deducting R5000.00 per month from my Husband FNB account with @smart app ref cel. then FNB in Newcastle just told my husband they cannot do anything about this. How is this possible? why does the bank have a ***** department if they cannot do anything. How can this just continue without anyone able to assist
