FNB deactivates cards without your permission!

My daughter has bank card on my account. FNB has de-activated the card and now she is stuck in New Zealand without access to her money. What fun! I'm told to come into the branch and get another one. You are not allowed to courier bank cards internationally so what on earth is that going to do?? Why on earth can they not re-activate the current card???
