FNB - CREDIT FACILITY FEE a RIPOFF

You know the story of how banks are ripping us all off with "FEES" So I asked FNB Card division why are they charging me R25p/m "Credit Facility Fee" They say it is for the credit that you utilize on the card. So . . What if YOU DO NOT USE the credit facility. They still charge you Surely they should only charge you "Credit facility fee" if you use the credit facility. ????? No, whether you use it or not, they will charge you R25 p/m ???
