FNB - Constant problems with Paypal transacting

Why do FNB constantly have problems with their PayPal. If you don't get an error E-96 forbidding you access; you get a different error code of sorts. Again I am trying to withdraw fom Paypal - this time at the last step before getting the 'quote'; it keeps giving an error message that there was a system error and you must "try again later". Please explain FNB? There is NEVER any response to emails sent to Paypal enquiries!
