FNB charges honoring fees for amounts they do not honor

I was charged R645 for honoring fees for 2 debit orders that were not honored. Why is this charged if the debit orders were sent back. FNB is *****ing money from account holders this is tantamount to theft because they did not do what they are charging money for.
