Flip flop Bond registration department

Flip flop from the Bond department when applying for a pre-approved future loan on a property where I made improvements at own cost. But I needed a few rand to complete the project. One of the conditions stated in a response was occupation certificate. This, a person only gets upon final inspection I believe. I must give FNB a certificate that I need the money for in the first place. They then retracted that condition (I have a mail stating that) and I happily proceeded spending money I don't have (OD). Then upon my enquiry days later when the payment would be done, I learn that the occupation certificate now needs to be supp**** again. I acted in good faith and spent money in lieu of the payout. This is not reasonable at all.
