FICA policy

On the 6th of April 2016, I want to withdraw money from my FNB credit card, unsucsessfully. 10min after I had tried I received a sms from FNB that the transaction was declined due to the fact that there is outstanding documents from my side to comply with FICA. I have no problem to FICA, but my problem is that I was not notify in advance of the actions that FNB is going to take regarding the FICA prosses. The second problem I have is that what will happen if a person was stranded in the middle of the night in a different town not able to withdraw money? ??????
