FICA hold with no notification

FNB placed a FICA hold on my account without any notifications. Is this normal way of doing business. Especially in terms of TCF legislation. Best part is to be told card is blocked after putting fuel in one's car, expecting to pay using the card. How does one get out of that situation. Great work FNB.
