EXTREMELY UNHAPPY CLIENT

I have been trying to access my e-wallet services but it keeps saying service unavailable. someone tried to send me money again so that I can get another pin but no SMS comes through for the pin. How do I access it with no pin. The sender did request a pin to be sent but your services are shut down. I tried to call the bank but no one is available either. what does one do in case of an emergency. THIS IS TOTALY UNACCEBTABLE I've been trying all day!
