Experiencing hassles to reduce credit card limit

My recent experience relating to an attempt to reduce my credit card limit left me perturbed. It takes 5 minutes to increase your credit card limit but it takes 1 week and i am still counting to reduce my limit. It feels as if the more you are in debt the better for the bank not considering your financial well being. My aim was to reduce credit card debt to apply for a home loan.
