Exceptionally high fees for internet banking

While I was going through my bank statement, I saw that I was paying R18.00 per transaction when paying a client on the internet.

Now when I have to pay the City of Tshwane 20 times per month to open files for me, this becomes quite a large amount I'm losing.

They penilize me when I go in the bank to pay a customer, but now they are penilizing me for using online banking. What is happening?

I sent a query from my online banking app, asking FNB why they were taking so much money for nothing, but a week has gone by, and still no reply.

And this is the service I get as a Premier Business Client.

I'm searching for a new bank today!
