Ewallets that have not been drawn that are older than two weeks cannot be reversed!

I made an ewallet to a family member who could not draw the money as they had not paid their cell phone account. its now 4 months later and I was eventually told of the issue. They still cant pay their account. Called FNB and was told yoiu can only reverse ewallets not older than 2 weeks. Hmmmm.
