ewallet service fee

I find very despeakable the way your bank work i mean how can you charge a service fee for ewallet because its not my fault that a certain ATM does not have those particular notes at that moment i was stuck with petrol a family member sent me money but it was not enough because your atm didnt have those notes now why should i be charged for service fee because its not my fault
