Error "(E-694) 01id EXIST not resolved

I've been trying to use the Fnb portal to register for PayPal without an fnb account. I keep getting the error "(E-694) 01id EXIST. I have never had an account with fnb. When checking with PayPal they say that this problem is with fnb. I've tried a few times over a few days now to no avail. I'm not sure what to do further
