Ebucks ****!

Can someone explain to me how the ebucks levels are determined? How do i drop to level 2 when i have been spending so much money at your "ebucks partners"especially during the month of July? I was motivated to keep buying from your "partners" since i moved up to level 4 and now suddenly im back on level 2. This has definately put me OFF the so called ebucks,im so done with this!!!
