E96 user not permitted to access this process

Paypal service is not available. Keep getting a (E-96) user not permitted to access this process error. All good and well I decided to email the support address offered to me.. *** the email bounced, so that address doesn't even work. It's quiet embarrassing to find this from such a large institution. So instead of spending my Sunday morning enjoying myself I'm not able to sort this out and the exchange rate changes daily so this impacts me. And to find the help email account does exist. Please could someone assist as soon as possible.
