"E-bucks rewards to clients not loaded"

E-bucks rewards for July not allocated to customers, they blame it on COVID 19, saying that they were not loaded and you should wait , maybe by this month they will be loaded , that's not even guaranteed , but I am getting my ebucks for normal transactions between accounts , so who loads those ones ? If I knew that I would not get my rewards for July i would not have made the purchase on that particular website . Now i'm stuck and use those rewards for the things that I need like electricity.
