E-96 Error for PayPal access.

I've been getting horrible service, and to top it off now I am unable to access MY OWN PAYPAL FUNDS. After months of the service working fine, I now have to deal with this garbage.

How am I supposed to make payments if I can't access my money? Please explain that to me. I need a resolution NOW.
