(E-694) 01id Exists,check Existing Prof.

I don't know what else to do, but this seems to be my best option from what I can see on here. I've been having issues registering for PayPal services. The first time I tried it, it failed online, then they made me open a bank account with them when I went to the branch, despite having the option not to, which I went with at the time. The consultant then tried to push a credit card on me without solving my issue and told me to wait a couple of hours and try linking my bank account with PayPal through the app. That did not work, and I had to call different departments without any real help. I then changed branches and got someone to help, who said I should deposit money into that same account and try it again. I told them I did not want an account to begin with, and they said there is no other way, so I gave up. This was last year; this year I decided to try again, and I got an error while registering: (E-694) 01id Exists; check Existing Prof. I contacted the given email for enquiries a week ago and got a response asking for my ID and a screenshot. I sent them what they wanted and got ghosted, no resolution. Shouldn't this be easy?
