(E-104129) Hard hold on your account

(E-104129) Hard hold on your account. I tried to withdraw money from my PayPal to my Standard bank account after spending almost a week trying to link the accounts. Now I get an error that says i have a hard hold on my account. Does anybody know what I should do?
