(E-104129) Hard Hold on Account FNB PAYPAL

Uh, why am I unable to withdraw my funds in my Paypal account to my FNB? I get a "(E-104129) Hard Hold on Account" error message. Thought this was meant to make things easier. Please assist. It's rather annoying honestly. It would also be helpful if the error message came with instruction as to what to do when this error pops up because I am not the first to complain about this. All responses are private so assuming its a private matter there can still be instruction on what to do.
