(E-104129) Hard Hold on Account FNB PAYPAL

I am trying to withdraw money from my Paypal account to my FNB account and keep getting this message -(E-104129) Hard Hold on Account FNB PAYPAL What does this mean. It's very frustrating as I get my salary paid via Paypal and every time I try and make a withdrawal I seem to have issues.
