(E-104129) Hard Hold on Account FNB PAYPAL

I have spent the last 2 weeks trying ti link my PayPal and I have been absolutely furious with all of the "verification" needed. Finally everything is verified and all is in order for me to withdraw from paypal to fnb. Oh wait, not it isn't. Now I get some error: (E-104129) Hard Hold on Account. Excuse me, I have just wasted 2 weeks trying to withdraw from PayPal for this??? I want this resolved quickly. I have just about had it with FNB and their "just a few clicks away"

Fix this now.
