(E-104129) Hard Hold On Account

I've spend weeks trying to get my capitec and paypal account linked to fnb finally got it sorted only to be told this error (E-104129) Hard Hold On Account when i try and withdraw the money that was given to me to help pay my rent is this troubling time! Please FNB help me when I phone I get no help!
