(E-104129) Hard Hold on Account

I have been experiencing a problem with withdrawing my PayPal funds from the FNB online banking service. An error which states: (E-104129) Hard Hold on Account appears. I consulted my bank (ABSA) at their branch and found nothing wrong with my account, I have been trying to contact the FNB paypal number *** and do not get an agent. This is so frustrating, as I dont understand why it is so difficult to speak to a human to resolve my issue. I also tried to email the paypal enquiries for fnb and they have not come back to me. I need assistance and there is no one available.
