Distorted logic w.r.t affordability

I am completely confused. My mother app**** for a mobile device on fnb mobile banking. The device was very affordable at R59.00pm both my mom and I thought it would be a great way for her to get a new device. However she was notified that she does not qualify/cannot afford the device priced at R59.00pm. This was very unfortunate but she accepted it as such. Today my mother is billed R112 per month for data/voice/sms bundle, she does not quite understand how this came to be because my mother asked the fnb connect consultant to give her a call back as she was in a store and could not hear what he had to say when he initially called.

What we would like to know is, how come according to fnb's logic can a person be disqualified for wanting to take up a R59.00pm deal but the very same company then extends a R112pm deal. Now whether there is a difference in the products offered or not, had they disqualified a person a the cheapest deal due to affordability, how can they qualify that same person on a more expensive deal?

My mother CAN afford either device or/and data/voice/sms deal, but it was FNB that told her she did not qualify. Please resolve this matter at your earliest convenience.
