Discovery card gave us credit but debt review wont

My son wanted to study this year, and he is enrolled. we needed finance and asked our home loan if we can take a readvance. Documents got sent in, and no response untill i made the phone calls, only to find out that the application is on hold as they waiting for a 17.4 form, Consoludated debt sent it to FNB Review, but this doc was not acceptable as consolidated had changed name from Fidelity to consoludated and of which they kindly sent another 17.4 to FNB. Now after a good many weeks, i finally found out that i now need a form from the courts that ncr has rescinded the case as we disolved this in 2012. Consoludated have told fnb to pay 1500 for this document as they want this document. this was two weeks ago and no reponse from them. What confuses me is that Discovery card accepted my application in 2 days and my cards 2 days later, now surely if i was under debt review they would not have accepted my application, and the funny thing is that discovery card is associated with FRB??? my son is in his second month of studying and we need to pay, so can debt review please sort this out so i can take the loan to pay for my sons further education, this has taken ****olong
